“Hongsa Power Strengthens Collaboration with Government to Closely Monitor the Importation Plan of Machinery, Equipment, and Materials (Master List) and Expatriate Quota, Reinforcing Confidence under Good Governance Principles.”

On 25–26 February 2026, Hongsa Power Company Limited, led by Mr. Kathayuth Chupoon, Managing Director, together with the senior management team, participated in a meeting with the Ministry of Industry and Commerce and relevant government committees of the Lao PDR. The meeting was conducted under the framework of the importation plan for machinery, equipment, and materials (Master List) as well as the management of expatriate labor quotas, in order to closely monitor the progress of the Hongsa Thermal Power Plant Project.

This meeting carried significant policy implications, aiming to reaffirm strict compliance with the Concession Agreement, national laws, and government regulations of the Lao PDR. The Master List mechanism serves as a key instrument for regulating, supervising, and verifying the importation of machinery, equipment, and materials for the Hongsa Thermal Power Plant Project, ensuring transparency, accountability, and alignment with the approved objectives.

In terms of human resource management, the governance of expatriate labor quotas is implemented under the principle of knowledge transfer and systematic capacity development. This approach supports the sustainable development of the energy industry while ensuring full compliance with national labor laws and government policies.

The Company places strong emphasis on a structured and comprehensive operational process, covering planning, approval, importation, documentation verification, as well as monitoring and evaluation. These measures ensure that the project is implemented in accordance with the principles of good governance, accountability, and transparency at every stage.

The meeting therefore reflects the role of the Hongsa Thermal Power Plant Project not only in strengthening national energy security, but also in enhancing governance standards, developing human resources, and supporting sustainable economic growth in the Lao PDR.
