The CD Program was developed in line with the commitment “To ensure better or at least same quality of life”, targeting at PAPs residing around the Concession Area. Under the program, existing infrastructure (e.g. roads and piped water systems) was improved; while social tools (e.g. participatory rural appraisal) were used for village development planning, and village volunteers were formed as: (1) a link between the beneficiaries and HPC or GoL for any possible request; and (2) a household model at the village level in terms of socio-economic and sanitation aspects.

 

 

Improved Existing Infrastructure and Public Utility 

A number of existing roads, piped water supplies, schools, temples, and irrigation systems were improved; and new ones were constructed.

 

 

Alternative Livelihoods

As empowerment of women is vital to ensure sustainable and equitable development of each household and the community as a whole, in addition to promoting agricultural activities for PAP2, alternative livelihoods were also provided, targeting particularly at women.These alternative livelihoods include:

  • On-site training on tip-truck driving operation, organized continually 
  • On-site traditional massage training 
  • Entrepreneurial skills training for community market 

 

 

Food Supply

While waiting for the District Authority’s approval of the market building layout, the ‘Social Development’ (SD) team has surveyed potential PAPs residing in Ban Han on their agricultural practices. As a result, the survey found three potential sites for growing year-round vegetables from 26 PAPs:

 

  1. Adjacent area to former Secondary School - 4 PAP2
  2. Nam Lae Weir (Ban Han-Ban Phonechan route) - 20 PAP2
  3. Nam Lae closed to a restaurant and a bridge (Ban Han-Phou Fai route) – 2 PAP2.

 

One PAP2 can be the project household model, while another one grows vegetables – particularly radish – and fattening pigs to sell solely to Chinese contractors (a contract farm). Both of them residents of Ban Han would like to gain technical support from HPC’s SD team (no request for financial support). The SD team, therefore, organized the training on the production of herbal pesticides for PAP2.

 

 

School Model

In addition to promoting agricultural activities for PAPs, the enhancement of school students’ capacities in terms of farm management and food security has also been a major focus. Therefore, the ‘Agriculture for School Lunch’ model was launched at Ban Han Secondary School in February 2013.  All fundamental items for vegetable and mushroom growing, as well as animal husbandry were prepared/constructed/ improved; while technical training on agricultural activities were organized for the students. Following the success of this model, a new model focusing on environmental management (Materials Recycling Bank) is scheduled to be launched.
